Allegation was that Zinke continued to be involved in a land development project in Whitefish during tenure as Secretary of the Interior "In, addition, we found that Sec. Zinke misused his official position in violation of Federal regulations by directing his subordinates to assist him with matters related to the Foundation and 95 Karrow project." Investigators were denied interviews with Zinke, his wife and 95 Karrow Project developers. However, subpoenas to developers for emails and texts related to the project provided information that showed Zinke was still involved with foundation work, after resigning from the foundation, and after providing documentation to the federal government that he had done so. Details of the allegations are that Zinke and his wife were still involved with a commercial development known as Karrow 95 on land owned by his charitable foundation with a Haliburton Sr. Exec

Zinke exchanged 37 text messages with Developer 1 about how to handle the media inquiries between April and July 2018. "[The news organization] is not our friend. Zinke resigned from the park and has turned over to the board. We are working with the board in the best interest of the community we love." "The message is [Sec. Zinke's wife] is, was and will be the voice and the decision maker on the Veterans Peace Park plans." None of the emails or texts showed that Zinke forwarded any communications with developers to his wife, the president of the foundation. Because Zinke and his wife refused to do an interview, investigators could not ask about their respective involvements. "Sec. Zinke discussed with Developer 1 how to respond to a news organizations inquiries about his involvement with the foundation and the 95 Karrow project." "Thanks for the call. Just want to keep this on the tracks. [My wife] is the board president and I no longer make any decisions."
