"Because of the oil industry's traditional strong interest in the tourist industry and in continued industrial and commercial migration to Los Angeles," WOGA discussed problems created by the "effect of the smog problem on the reputation of the City." Chappellet wrote " it seems to us that there is one organization which is in an excellent position to carry on the public relations campaign ... This is the Air Pollution Foundation."

Given that the State of CA and the Fed Gov "are now in research up to their ears" and "while there is still need for a privately-financed organization to act as a watchdog on the activities of tax-supported bodies in air pollution control research" Chappellet posits this PR role as more suitable for the Foundation.

Kelly, secretary of the Air Pollution Foundation) comments on industry's attitude towards / expectations of the APF. Interestingly it states that Felix Chappellet's inter-WOGA memo was the first of multiple requests by industry that the APF render a new service.
