It was at this point that the West Coast oil people who had been working on the problem, decided that an expanded, objective study of air pollution was essential. While many oil men felt their operations were not major contributors to the pollution problem they recognized that their national trade association furnished a mechanism by means of which they could attack the problem from every angle.
