RESOLUTION NO. XXX
A RESOLUTION CALLING FOR ACCOUTABILITY OF UTILITY COMPANIES
TO THE CITY OF ST. LOUIS AND ITS CITIZENS REGARDING THE
DISRUPTION OF STREETS FOR UTILITY REPAIRS AND MAINTAINENCE
WHEREAS, streets function as the circulatory system of any City; and
WHEREAS, much of the City’s utility infrastructure are under ground, making it
necessary for utility companies to cut into our streets to make repairs and
upgrades; and
WHEREAS, utility cuts into the pavement of our City’s streets result in both direct
costs to the public and indirect costs; and
WHEREAS, direct costs include the degradation of streets owned and
maintained by the City of St. Louis; and
WHEREAS, indirect costs include impacts on traffic flow caused by lane, alley
and entire street closures, dangerous excavation equipment operating in front of
residential homes, as well as obstruction and temporary elimination of parking
and; and
WHEREAS, utility companies who cut into our City streets have an obligation to
the City of St Louis and its residents to do so in a timely, respectful and manner
that is least disruptive as possible; and
WHEREAS, the public perception is often that there is much room to improve the
communication with residents regarding the timing of street disruptions, duration
of disruption and quality of resulting repair work;
NOW, THEREFORE, BE IT RESOLVED that the St. Louis City Board of
Aldermen hold a hearing requesting all utilities with underground infrastructure
within City limits come before the Streets, Traffic and Refuse to discuss current
and future construction plans.
FURTHERMORE, BE IT RESOLVED that the St. Louis City St. Louis City Streets
Department explore policies to improve the system by which the City approves
street closure permits and present its findings and recommendations to the
Board of Aldermen.
